The tensor fasciae latae is located to the outer region of the upper leg, close to the hip, and is responsible for the abduction and flexion of the hip.
The abduction of the leg can be exercised by attaching a Velcro strap to a low cable pulley, securing the strap to your ankle, and then abducting the thigh outward with the hip remaining straight.
